When it is about 11:00 pm there, download demands go down.
This is the best time to start downloading.
The speed of your downloads will be increased.
My observations:
Busy periods : Average download speed 60 KB/sec
After 11:00pm (in Switzerland) : Average download speed 250 KB/sec
You still have to turn off (and back on) your modem and clear cache and cookies between every download.
